1. Open up the Run window (Windows key + R).
2. Type "WF.msc". This should open up Windows Defender Firewall with Advanced Security.
3. Click on Outbound Rules in the left sidebar.
4. SelectNew Rule in the correct sidebar.
5. Check ifProgram selected, click on Next.
6. Browse and locate your executable. (.exe).
7. Select Block the connection. Click Next.
8. Let the checkboxes remain as is if you lot want to cake the connection everywhere regardless of the network it is connected to. Click Next.
9. Write an appropriate Proper noun and Clarification so you know which program is being blocked by the rule. (Will save confusion later when trying to unblock the program.)
10. Click onFinish.

If you lot wish to unblock the connection, but select and delete (R-Click + Delete, or Del on the keyboard) the rule.

This is the general solution to block connections of the plan to the cyberspace (and other computers on the network). If you lot want to block incoming connections to the plan, create a similar dominion in theInbound rules section (Left sidebar).
