How to start a writing prompt?

I looked at the contests page and all it says is that the contest needs to have at least five "I'm interested" posts from different users. But how should I make the contest thread? Which forum is appropriate for that?

If you're referring to this page: http://www.scp-wiki.net/writing-challenge-list these please note that these are not contests. These are writing challenges, which do not have any formalized judging, and do not have prizes.

But how should I make the contest thread?

Take a look at some existing challenge threads and use a similar format.

Which forum is appropriate for that?
